The only thing that has changed in the policy was the addition of the ability to allow deviantART to utilize submissions to their deviantMOBILE service.
That's the only thing that changed. If you go to administrator Dygel's page, you'll find a big document of policy FAQs in his journal.
There is absolutely nothing in the DA policy about them owning your artwork. You are the person that owns the artwork. And the only way they'll use your artwork is for things like banners or something, and they will ask for your permission.
What you probably heard was just a bunch of rumors started by an ignorant deviant that is just trying to get people to leave this site. These threats aren't real.
